지난 4월 9일부터 12일까지 있었던 KUMC(한인 미연합감리교회) 아콜라총회에서 미국 입양자 인권회복을 위한 청원서'/ 'Petition for Adoptees to Obtain US Citizenship'의 안건과 결의가 통과되었다.

이로써 미션입양플러스(대표:박창범목사)는 UMC(미연합감리교회)내 다양한 민족들의 교회, 중국, 일본, 베트남, 러시아, 유럽아프리카등의 수많은 교회들과 연합하여 한인 2만명, 200여국이 넘는 나라 출생의 타인종 1만8천명 총 3만8천명의 미국내 무국적자 입양인들에게 시민권을 부여하는 법안의 운동을 미국에서 전국단위로 캠패인 할수 있게 되었다.

박창범목사는 “이번 2,3월 미국 엘 에이와 미네아폴리스, 시카고, 뉴욕을 방문하며 미국에서 무국적자 한인입양인들을 위한 시민권부여법안을 위해 서명운동을 진행하며 교단별 연대사업을 위해 노력하였는데, 이번 KUMC(한인 미연합감리교회) 아콜라총회에서의 '미국 입양자 인권회복을 위한 청원서'의 안건과 결의가 통과된 것이 가장 고무적인 일”이라 전해왔다.

미국 입양자 시민권취득을 위한 청원

“거류민이 너희의 땅에 거류하여 함께 있거든 너희는 그를 학대하지 말고 너희와 함께 있는 거류민을 너희 중에서 낳은 자 같이 여기며 자기 같이 사랑하라 너희도 애굽땅에서 거류민이 되었었느니라 나는 너희의 하나님 여호와이니라”(레19:34-35)

하나님은 모든 인류를 하나님의 자녀로 삼으시고 동등하게 사랑하십니다. 모든 인간은 자신의 국적과 인종, 성별 등의 차별없이 동등하게 대우를 받고 평등하게 살아갈 권리가 있습니다. 특별히 양부모의 실수로 인해 미국의 수많은 입양자들이 무국적자가 되어 추방을 당하고 있습니다. 자신의 조국으로 추방을 당한 입양자들은 낳선 고국땅에서도 언어와 문화의 차이, 그리고 입양아에 대한 사회적인 편견과 차별로 인해 두번의 버림을 받는 일들이 생겨나고 있습니다.

한국의 보건복지부의 통계에 의하면 2012년까지 한국에서 미국으로 입양된 사람은 약 111,148명으로 조사되었으며 그 중에 미국 시민권을 취득하지 못한 사람은 약 19,429 명(17.5%)으로 집계 되었습니다.

해외 입양자 인권에 대한 요구가 커지면서 미국 정부는 2001년부터 ‘아동시민권법’(Child Citizenship Act)을 시행하여 1983년 2월 27일 (당시 18세 이하) 이후에 출생한 입양자는 자동으로 시민권을 인정해 주었습니다. 그러나 1983년 이후에 태어난 사람들은 시민권을 받지 못하고 여전히 사각지대에 남아 있습니다.

미국의 일부 상.하원의원들은 2015년 부터 나이와 상관없이 미국에 입양된 모든 사람들이 시민권을 받을 수 있는 ‘입양자 시민권 법안’(Adoptee Citizenship Act)을 상정하기도 하였지만 2016년말 회기 만료로 인해 자동 폐기되었습니다. 이에 우리는 미국에 입양된 사람들이 나이에 상관없이 시민권을 받아서 동등한 권리를 가지고 살아갈 수 있도록 다음과 같은 활동을 할 것을 청원하는 바입니다.

하나, 우리는 미국에 입양된 모든 사람들이 나이에 상관없이 시민권을 취득할 수 있도록 모든 노력을 경주한다.

둘, 우리는 미국 연방의회에 ‘입양자 시민권 법안’(Adoptee Citizenship Act)이 다시 상정되도록 서명운동에 동참한다.

셋, 우리는 모든 입양자들이 조속히 시민권을 받을 수 있도록 다른 연대기관들과 협력한다.

Petition for Adoptees to Obtain US Citizenship

The alien living with you must be treated as one of your native-born. Love him as yourself, for you were aliens in Egypt. I am the Lord your God. (Numbers 19:34-35)

All of humanity are children of God and God loves all of God’s children equally. We all have the right to be treated equally regardless of our nationality, race, or gender. Thus, it is a true tragedy that adoptees who lack citizenship by their adoptive parent’s mistake, face deportation from their homes.

In addition to experiencing physical displacement, adoptees who are deported to their native-born countries suffer immensely due to language barriers, culture shock, and discrimination. It is as adoptees experience another round of abandonment.

According to statistics by the Korean Ministry of Health and Welfare, 111,148 people have been adopted from S. Korea to the United States of America. Among them, approximately 19,429 (17.5%) adoptees were unable to obtain American Citizenship through naturalization.

The U.S. government passed the Child Citizenship Act in 2000 to allow certain foreign-born and adopted children of American citizens after February 27, 1983 to acquire American citizenship automatically. However, adoptees born after 1983 do not have this automatic citizenship pathway and are left in a limbo.

In 2015, Senator Amy Klobuchar sponsored the Adoptee Citizenship Act which extended the grant of automatic citizenship to all qualifying adoptees regardless of the date on which their adoption was finalized. However, this bill expired in 2016.

Therefore, it resolved that we are petitioning the U.S. Congress to reinstate the Adoptee Citizenship Act, thereby allowing all qualifying adoptees in the U.S. to be granted naturalization regardless of their age.

Be it further resolved that these signatures demonstrate our cause to help all qualifying adoptees in the U.S. to receive naturalization regardless of their age.

Be it further resolved that we support and cooperate with other humanitarian organizations to help all qualifying adoptees to receive U.S. Citizenship as quickly as possible.
